Gift Policy
Gifts of all sizes and types help the Penn Yan Public Library to provide quality public library services to the community now and in the future. The Penn Yan Public Library accepts gifts, such as cash, real estate, tangible personal property, life insurance, appreciated securities, bequests and Library materials, at the discretion of the Library Director and the Board of Trustees under the following conditions:
1. Unrestricted monetary gifts will be used at the discretion of the Library Board of Trustees in accordance with this gift policy. Restricted monetary gifts will be accepted on the condition that the specific use requested is consistent with the goals and objectives of the Library.
2. Gifts of Library materials (books, magazines, tapes, etc.) may be accepted with the understanding that the Library reserves the right to add them to its collection, donate them, sell them or discard them. Gift materials will be judged by the same materials selection standards that apply to library purchased materials.
3. All real property, personal property, art objects, portraits, antiques and other collectibles, if accepted, are accepted only on the condition that they may be sold, kept, given away or discarded at the discretion of the Library Board and the Library Director.
The Penn Yan Public Library reserves the right to reject non-cash gifts which in the judgment of the Board of Trustees and/or the Library Director would not be in the best interest of the Library to accept.
Gifts will be formally acknowledged if the donor wishes.
The
Library will not appraise or estimate the value of a gift. The responsibility
for such assessment lies with the donor. Upon request, the Library will give
donors a receipt acknowledging receipt of their donation along with general
comments on the condition of the item or items.

Fund Raising Policy
The Penn Yan Public Library permits and encourages acceptable fund raising efforts on behalf of the Library by the Library, the Friends of the Penn Yan Public Library and by authorized outside persons and organizations.
These fund raising efforts can include, but are not limited to, an annual campaign and a building campaign. All funds raised or donated in accordance with this policy will be used at the discretion of the Library Board of Trustees in accordance with the Library’s gift policy.
Fund raising projects held in the Library must have the approval of the Library Board of Trustees or the Library Director prior to being implemented. With the exception of the annual book sale, any fund raising project the Friends plan on conducting at the Library should receive prior approval from the Library Board of Trustees and such prior approval shall not be unreasonably withheld.
Outside organizations and persons wishing to raise funds for Library purposes may act in the name of the Penn Yan Public Library only after the Library Board of Trustees has reviewed the fund raising project plans and procedures prior to the proposed fund raising project starting date and is satisfied that acceptable financial procedures will be followed, that appropriate advertising and publicity will be utilized, that the Library and its personnel and agents will be fully indemnified against loss or damage and that the Library Board of Trustees will receive a full and complete accounting of the funds raised on its behalf, immediately upon completion of the fund raising project.
No profit or commercial advantage shall devolve upon any person or organization involved in the fund raising project.
The foregoing is in no way intended to limit or preclude outside persons or organizations from donating funds to the Library or soliciting funds for the Library on their own initiative or at the request of the Library Board of Trustees or its designated agent, so long as the provisions of this policy are satisfied.
